Florida House casino bill sponsor proposes changes to reduce gambling options

The House sponsor of the bill to bring three mega resort casinos to Florida unveiled a series of amendments Wednesday to make the measure more palatable to his conservative, anti-gambling colleagues.
The changes by Rep. Erik Fresen, R-Miami, are designed to “scale back existing gaming and ensure there is no additional gaming,” he said.

But while Fresen’s changes are designed to limit the expansion of gambling in Florida, the state Senate went in the opposite direction last week when it adopted amendments to a similar bill by Sen. Ellyn Bogdanoff that opens the door to Las Vegas-style slot machines in every horse and dog track and jai-alai fronton in the state, so long as voters approve.

Under Fresen’s proposal, the state would authorize three destination resort casinos and, like the Senate bill, allow them only if voters approve in a countywide referendum. Bogdanoff’s bill, however, would allow for the three resort casinos to operate in any part of the state.

Fresen’s amendments would also permanently ban the so-called Internet Cafes and maquinitas parlors that rely on a loophole in the state’s sweepstakes law to operate slot machine look-alikes — a contrast to Bogdanoff’s bill, which would regulate the games. Another amendment would also prohibit the state from issuing any new parimutuel permits, repeal the 17 dormant parimutuel permits now in existence, and would use the proceeds from the casino taxes to buy back permits from up to four existing parimutuels.

Fresen also proposes an amendment to give the state’s existing parimutuels the same 10 percent tax rate on their slot machine games as the new destination resort casinos, once the resort casinos open.

“The crux of these amendments is to address some of the desires an some of the concerns expressed by members,” Fresen said.

The bill sponsors continue to look as if they face an uphill climb to win agreement on the plans this session. House Speaker Dean Cannon has repeatedly said he’s skeptical that the resort casino bill would pass the House, where a majority want to reduce gambling options in Florida.

Fresen said his bill, HB 487, will get its first hearing in the Business and Consumer Affairs Subcommittee chaired by Rep. Doug Holder, R-Sarasota, within the next two weeks.

While Bogdanoff’s bill has moved through its first Senate committee, Fresen’s nearly identical proposal has remained in limbo in the House despite heavy lobbying by the gaming industry and an influx of more than $2 million in campaign cash into Republican Party of Florida coffers, including $628,000 from the Malaysian-based Genting alone.

“The pace of movement of all bills in the house is much slower than in the Senate,” Fresen said.

NBC, Brokaw denounce Romney ad

Via POLITICO’s Reid Epstein, NBC News and Tom Brokaw are loudly objecting to the Mitt Romney campaign’s use of footage from the 1990s in an ad blasting Newt Gingrich over his House ethics charges.

Brokaw, whose statement noted he was speaking on his behalf, said, “I am extremely uncomfortable with the extended use of my personal image in this political ad. I do no want my role as a journalist compromised for political gain by any campaign.”

“The NBC Legal Department has written a letter to the campaign asking for the removal of all NBC News material from their campaign ads,” NBC News said in a statement, which added, “Similar requests have gone out to other campaigns that have inappropriately used Nightly News, Meet the Press, Today and MSNBC material.”

Romney aides said they hadn’t yet heard from NBC News.

On a basic level, the flap around the spot simply calls more attention to it, which is presumably part of Team Romney’s calculus.

Gingrich Never Fined on Ethics Matter, Records Show

Associates of former House Speaker Newt Gingrich are stepping forward to rebut accusations from Republican presidential rival Mitt Romney that he resigned in “disgrace” and paid an ethics “fine.”

Sliding in the polls, Romney has opened a full broadside on Gingrich focused on the former speaker’s ethics issues. Gingrich felt the criticism was significant enough on Monday to forcefully challenge Romney’s characterization of his term as speaker.
“The Democrats had filed 84 ethics charges for a simple reason,” Gingrich said Monday. “We had taken control of the House after 40 years, and they were very bitter.”

The IRS launched a three-year probe to investigate that charge. It dropped its investigation after declaring that Gingrich’s courses were “educational in content.”

House Special Counsel James M. Cole alleged that a tax-exempt, nonprofit organization paid for two courses Gingrich taught at Georgia colleges. Cole stated that the courses, titled Renewing American Civilization, were “substantially motivated by partisan, political goals,” and therefore a violation of the organizations’ tax-exempt status.

He support bailout for failing companies like Solyndra

Dear Friends,

As we pause today to thank the millions of men and women who have served in our military, let us also be mindful of the struggles many still face.

While the economic downturn has taken a toll on just about every American, it has been especially tough for many of our veterans.

The unemployment rate among veterans returning from Iraq and Afghanistan has risen to 12.1 percent – much higher than the national average of 9 percent.

And, on any given night in Florida, an estimated 7,800 former servicemen and women go to sleep without a roof over their head because they’re homeless.

Numbers like these tell me we need to do more to help those who sacrificed in service to our nation.

That’s why I’m pleased to say that on Thursday the U.S. Senate passed legislation providing incentives to companies who hire unemployed veterans. The legislation also extends GI Bill benefits and increases vocational rehabilitation, while helping all service members with their transition back to civilian life. We’ve also introduced legislation to provide housing assistance for more veterans around the country.

Initiatives such as these are important ways to keep our commitment to America’s veterans.

And today being Veterans Day, let’s remember why we must never waiver in this commitment.

Today’s a holiday. Many people are off from work, and our kids are off from school. Non-essential government offices are closed. No mail is delivered.

We are able to celebrate days like this, because we have the freedom to do so – freedom we owe to those we honor.

It is clear Bill Nelson is continuing to sell out the people of Florida in his rush to support the BIG government Socialist agenda.

The right to vote is, and always has been, at the foundation of our democracy. But this fundamental right is under serious attack right now, in Florida and more than a dozen other states. Many believe a handful of super-rich conservative activists are behind an orchestrated effort to keep millions of seniors, younger voters and minorities from casting ballots next year.

Whether or not that’s true, a civics teacher at New Smyrna Beach High School in Florida was on the receiving end of just such an attack last month. The teacher, Jill Cicciarelli, ran afoul of Florida’s new election law while helping some of her students pre-register to vote.

I have met with her and some of her students, and it’s no surprise they’re not happy with the state’s new voting law. Neither is their local supervisor of elections, who under the law was required to report them to state authorities. Volusia County Supervisor of Elections Ann McFall says parts of the law are egregious and unenforceable.

So, it’s not just me who thinks this law is aimed at suppressing the vote. Look at what informed editorial writers have also had to say: The Orlando Sentinel said the new law “amounts to… ripping apart election laws” and “weakening democracy.” The Tampa Tribune said this bill “isn’t fooling anybody. It’s not about clean elections.” And Florida Today called it an “assault on the most cherished of American rights.”

In a nutshell, the Florida law reduces the number of days for early voting from 14 to eight and exposes people who register others to vote to harsh penalties even for innocent mistakes. That’s why the widely respected League of Women Voters has abandoned its voter registration drives in Florida after 72 years.

I wrote Gov. Rick Scott a letter last month asking him to support a revamping or repeal of the law. I also wrote U.S. Sen. Richard Durbin, who chairs the Senate Judiciary Subcommittee on the Constitution, to ask that we conduct a congressional investigation to see if Florida’s law was part of a plan that led to similar voting law changes in more than a dozen other states this year. And I have asked the Justice Department to look into who’s behind these changes.

Marco on President Obama’s Jobs Bill
On Tuesday, the Senate voted down S.1660, the American Jobs Act of 2011. Before the vote, Marco submitted a statement for the record explaining his opposition to the bill. Read an excerpt below and the full statement here .

“Since I joined the Senate nine months ago, I have maintained my strong belief that Democrats and Republicans should work together to pass policies proven to boost economic growth like pro-growth tax and regulatory reform, lowering barriers to free trade, and cutting spending to avert our looming debt crisis. Unfortunately, the huge tax increases on job creators and more debt-financed stimulus spending in the American Jobs Act would move our nation in squarely the wrong direction.”

Florida Senator Bill Nelson once again wants to use smoke and mirrors to hide his big government support instead of letting the free market set prices. Read to email he sent out below that clearly shows his support for government interference in the market.

What big government Bill Nelson does not support is energy independence for the United States. If Big Government Bill Nelson was right the speculators would be getting killed with the drop in the price of OIL. It sounds good but the reason for commodities prices is to have a good flow of product in the market.

Let the Democratic Socialist movement in the government stop trying to control the markets and FREE the market and let the United States start producing oil and gas without constant interference. Once the United States is allowed to produce all the energy this country needs, foreign countries will not longer be able to bleed us for funds to support terrorist.

Rep. Frederica Wilson: ‘The Real Enemy is the Tea Party’
Last night at a town hall meeting in Miami sponsored by the Congressional Black Caucus, the subject was supposed to be jobs, but Congresswoman Frederica Wilson (D- FL) turned it to partisan politics and told assembled job seekers:
“Let us all remember who the real enemy is… the real enemy is the Tea Party… the Tea Party holds the Congress hostage.”

Congresswoman Maxine Waters, herself known for vitriolic anti-Tea Party rhetoric, and the Reverend Jesse Jackson were also present at the town hall. The stated intent of the gathering was to hold a preview discussion of a mega jobs fair in Miami held today.

At least one citizen, an older woman, walked out of the meeting last night in disgust and told CBS 4 News:

“We expected more than this. We did not come here for politics, we came here for solutions.”

During by far the most dramatic 24 hours of debt limit negotiations that have had a chokehold on American politics and government since January, Sen.Marco Rubio’s remarks followed by debate with Sen. John Kerry on the Senate floor this afternoon perhaps no better captures the frustration of freshman Republicans, hypocrisy of current political rhetoric, and inability of opposing sides to form real solutions.
